Achieve all Swachh Bharat Mission 2.0 goals and safely manage urban wastewater

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will ensure Gujarat becomes the first state in the country to achieve all the goals set under Swachh Bharat Mission 2.0. Under this, we will: Ensure that no untreated used water or faecal sludge is discharged into the environment and all used water is safely contained, transported, treated and reused in urban centres. Commit to creating robust infrastructure with reliable Operation & Maintenance mechanisms to achieve the goal of clean urban Gujarat.”
Our Assessment
Gujarat has delivered significant sanitation and treatment infrastructure, but the all-goals commitment is not fully demonstrated. A March 2025 parliamentary reply recorded 1,582.4 MLD of sewage-treatment capacity developed in Gujarat under AMRUT, including 294 MLD of capacity for recycle or reuse. In February 2026, the government reported all 167 urban local bodies as ODF-certified, while describing only many cities as having higher ODF, garbage-free or Water+ certifications. A subsequent government affidavit to the NGT reported additional sewer connections and seven plants still approaching operation. These records show substantive action, while leaving clear gaps against statewide safe containment, treatment, reuse and reliable maintenance. They do not establish that Gujarat was the first state to achieve every SBM 2.0 goal.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Treatment infrastructure and sanitation services have been implemented, but universal safe wastewater management and achievement of every SBM 2.0 goal across the state are not verified. ODF certification is only one part of the broader commitment.
02 · Strength of evidence
Why high confidence?
Parliamentary data, Assembly records and the state's NGT filing support meaningful delivery and remaining scope. They use different indicators, so treatment capacity is not treated as actual wastewater treated or reused.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- A complete statewide SBM 2.0 goal-by-goal completion assessment and comparative first-state evidence
- Urban-local-body wastewater and faecal-sludge generation, collection, actual treatment and reuse volumes
- Compliance, uptime and operation-and-maintenance audit records for treatment infrastructure
Status describes delivery. Confidence describes the evidence.
