What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will ensure 100% coverage of vaccinations against preventive illnesses like Tuberculosis, Measles, and Hepatitis B on a priority basis.”
Our Assessment
A December 2025 parliamentary reply reports Gujarat's administrative full-immunisation ratio at 102.2% for April–October 2025, with several districts below 100%. Such ratios use estimated denominators and cannot prove that every eligible child was vaccinated. The same reply cites 80.2% in the older NFHS-5 survey. Routine and outreach vaccination operates, but complete current antigen-specific coverage against TB, measles and hepatitis B is not established.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Vaccination services operate, but administrative ratios do not establish universal antigen-specific coverage.
02 · Strength of evidence
Why medium confidence?
Identifiable delivery or administrative action is documented, but full scope or coverage remains unverified.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Current survey or reconciled child-level coverage for BCG, measles and hepatitis B
- Zero-dose, dropout and district gap data
