Our Assessment
Gujarat operates maternity and newborn transport, including Khilkhilat vehicles and emergency ambulance services. The state review reports 434 Khilkhilat vehicles operational by September 2025, while the national review describes their mainly post-delivery transport role. This is useful delivery, but these vans cannot automatically be counted as dedicated pregnancy ambulances. The reviewed evidence does not reconcile the promised 200-vehicle fleet, equipment, availability for pregnant women and expansion after 2022. The target is 200 in the fleet, not an assumed 200 additional vehicles.
