Pay special incentives to specialists serving tribal and remote districts

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will provide a special monetary incentive to specialist doctors who serve in the tribal-dominated and remote districts.”
Our Assessment
Gujarat's approved NHM RoP for 2024–25 and 2025–26 includes an ongoing hardship-allowance activity for specialists posted at identified hard-to-reach facilities, subject to the state defining the areas and posting/performance criteria. It also supports specialist services in hard-to-reach areas through Mamta Sandarbh. These are relevant monetary mechanisms, so equivalent NHM support is credited. However, the RoP is a spending authorisation rather than a payroll ledger. The reviewed records do not show which specialists in tribal-dominated and remote districts actually received the special allowance, the amount paid or coverage. Implementation is partly documented, but payment delivery remains unverified.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
A directly relevant approved ongoing hardship-allowance mechanism exists; actual specialist payments and district coverage have not been established.
02 · Strength of evidence
Why medium confidence?
The government-origin RoP names the allowance and conditions, but is read through a public mirror and provides no recipient-level payment evidence.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- The operative state order defining eligible tribal and remote facilities and incentive rates
- Specialist-wise or anonymised district-wise actual incentive payments
- Posting, retention and service-delivery outcomes after payment
Status describes delivery. Confidence describes the evidence.
