Engage 5,000 SHGs in Gujarat's seaweed and kelp farming ecosystem

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will develop a strong Seaweed Farming Ecosystem along the coastlines of Gujarat by engaging 5,000 SHGs in kelp farming and providing them with training and equipment.”
Our Assessment
After the election, seaweed activity advanced along Gujarat's coast. A government reply documents a June 2023 Kutch training for 250 villagers, feasibility work in Kori Creek, master-trainer training in 2024, and FY2025-26 approval of a seaweed seed bank and processing unit. Gujarat's seaweed scheme itself predates the pledge, dating from 2018. These records do not show 5,000 SHGs engaged, supplied with equipment, or trained, and they do not identify kelp cultivation specifically; 'seaweed' is broader than 'kelp'. The ₹897.54-crore PMMSY approval cited in the reply covers all fisheries projects in Gujarat, not this pledge alone. Do not treat 250 villagers or the all-fisheries approval as qualifying SHG progress.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Post-election training, feasibility studies and a new seaweed bank/processing-unit approval show implementation of a coastal seaweed ecosystem. The central delivery test—5,000 SHGs engaged in kelp farming with training and equipment—remains unverified, and an approved unit is not yet an operating facility. This supports a partial verdict.
The 5,000-SHG target is shown without a percentage because available counts refer to villagers and projects, not qualifying SHGs.
02 · Strength of evidence
Why medium confidence?
The July 2025 parliamentary reply is an authoritative source for the dated training, project approvals and pre-existing state scheme. It lacks SHG-level counts, evidence of distributed equipment, operational status of approved facilities and species-specific proof of kelp farming.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- A district-wise register of the SHGs engaged in coastal kelp farming since the 2022 election
- Training rosters and equipment-distribution records linked to those SHGs
- Species and site data distinguishing kelp from other seaweed cultivation
- Commissioning records and operating outputs for the approved seaweed bank and processing unit

Promise Timeline
The Union government reported FY2025-26 approval for one Gujarat seaweed bank and processing unit, alongside Kori Creek studies. Approval does not establish that the units are operating.
View sourceICAR-CMFRI began a master-trainer programme for local people from Kori Creek, continuing to 15 February, on seaweed farming practices.
View sourceA seaweed-culture training event at Lakki village in Kutch drew 250 villagers from ten nearby villages. The source does not identify them as 250 SHGs or confirm kelp equipment delivery.
