Launch a Gujarat Floriculture Mission with farmer and flower-processing support
Bharatiya Janata Party · Gujarat Legislative Assembly Election 2022

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will launch a Gujarat Floriculture Mission under which we will support farmers involved in floriculture, set up flower processing units and provide incentives to the perfume/incense industry.”
Our Assessment
There is documented post-election floriculture support in Gujarat. Navsari Agricultural University records a Floriculture Mission for South Gujarat launched on 7 March 2024 with 24 tuberose demonstrations and 72,000 bulbs distributed. Ahmedabad Municipal Corporation later tendered two plants to turn temple flower waste into products including perfume and incense. These are relevant delivery signals, but the university's regional initiative and a municipal waste-processing tender do not establish a statewide Gujarat Floriculture Mission. No verified commissioning of the two municipal units or dedicated incentive programme for perfume/incense firms was found. The existing national CSIR Floriculture Mission, launched in 2021, must not be conflated with the state manifesto commitment.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Flower-growing support has been delivered through the South Gujarat university initiative, and Ahmedabad has initiated flower-processing facilities. The promised statewide mission, operating processing units and perfume/incense-industry incentives are not yet established by the available records. The pledge is partially delivered.
The promise sets no numerical statewide output target. The documented regional university project and municipal tender are not counted as full delivery of the broader mission.
02 · Strength of evidence
Why medium confidence?
The Navsari Agricultural University activity report directly documents farmer support and bulb distribution. The Ahmedabad Municipal Corporation tender and contemporary reporting substantiate a processing proposal, but do not demonstrate completed facilities or tie them to a statewide mission. No state notification or incentive-disbursement record was verified.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Government notification defining the Gujarat Floriculture Mission and its statewide scope
- District-wise farmer-support and flower-processing programme records
- Commissioning and operating records for flower-processing units
- Notifications and actual disbursements for perfume/incense-industry incentives
Status describes delivery. Confidence describes the evidence.
