Expand rainwater harvesting and storage to sustain groundwater recharge

What does this status mean?
Implementation is progressing towards the commitment.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will take up the construction of rainwater harvesting and storage structures on mission mode to maintain groundwater recharge rates.”
Our Assessment
The commitment is being implemented through continuing water-conservation and recharge programmes. The February 2026 Assembly address reported more than 14,500 works under Sujalam Sufalam Jal Abhiyan–Catch the Rain 2.0 during 2025, adding 20,815 lakh cubic feet of water-storage capacity. It separately reported 202 check dams completed by December 2025, with further works underway. These are physical works and added capacity directly relevant to harvesting, storage and recharge. As this is a continuing commitment without a stated numerical endpoint, the evidence supports On Track. Completion of structures does not by itself prove that groundwater levels or recharge rates have improved everywhere; those outcomes should continue to be monitored.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why on track?
Actual conservation works have been completed and water-storage capacity has increased after the election. Continuing implementation directly addresses this ongoing commitment, which has no fixed completion count.
02 · Strength of evidence
Why high confidence?
Primary Assembly records identify an annual programme, completed works and added storage capacity. They provide strong evidence of implementation, while groundwater outcomes remain a separate measurement.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Annual district-wise completed harvesting and recharge works with geotagged locations
- Measured groundwater recharge, extraction and water-level trends
- Maintenance and functioning records for the constructed structures
Status describes delivery. Confidence describes the evidence.
