Our Assessment

Natural farming has expanded in Gujarat: the Governor’s February 2026 Assembly address reported more than eight lakh farmers had adopted it, about 19 lakh had been trained, and over one lakh practising farmers received ₹58.77 crore of assistance for maintaining indigenous cows during 2025–26. The 2025–26 state budget also provided ₹316 crore for natural-farming activities. These are substantial related deliveries, but adoption is not the same as five lakh farmers receiving incentives under the promised Prakrutik Kheti Protsahan Yojana. I could not identify a dedicated ₹1,000-crore fund or a cumulative beneficiary ledger for that commitment. The promise is Partially Done.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

The state reports large-scale adoption and training, an ongoing farmer assistance payment, and natural-farming budget provision. Those are substantive steps toward incentivising a transition. Yet the eight-lakh adoption count cannot be treated as the promised five-lakh incentive-beneficiary count, and the ₹316-crore annual provision does not establish creation or expenditure of the ₹1,000-crore fund. Partially Done reflects real activity without claiming the exact pledge was delivered.

The target of five lakh farmers is retained, but no progress percentage is shown because an official count of unique farmers incentivised through the promised fund was not verified. The wider adoption count includes farmers who may not have received such support.

02 · Strength of evidence

Why medium confidence?

Official state budget and Assembly records document natural-farming activity and assistance. Confidence is Medium because fund-level finances, beneficiary overlap and the scheme-specific cumulative count remain unverified.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • Government resolution establishing the ₹1,000-crore Prakrutik Kheti Protsahan fund or substantive equivalent
  • Year-wise allocation, release and actual expenditure against the fund
  • Unique farmer beneficiaries receiving incentives and their dates of adoption
  • Independent evidence of sustained organic or natural-farming practice among beneficiaries
