Roll out Pashu Aadhaar and livestock health-monitoring infrastructure
Bharatiya Janata Party · Gujarat Legislative Assembly Election 2022

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will roll out Pashu Aadhar Card and build a supporting IT infrastructure for effective and complete monitoring of the health and vaccination status of all livestock animals.”
Our Assessment
An operational Pashu Aadhaar system now assigns 12-digit ear-tag IDs and records livestock vaccination, breeding and treatment activity. The Union government launched the Bharat Pashudhan data platform in March 2024 and said in December 2025 that the National Digital Livestock Mission was implemented across all states. It reported 35.96 crore animal IDs and 146.6 crore vaccination records nationally at that point. This provides a functioning digital infrastructure that includes Gujarat and delivers the core rollout function, even though it is a Union platform rather than a separately named Gujarat card. State-specific registration and record-completeness figures were not found, so the promise’s 'all livestock animals' monitoring claim cannot yet be verified. The promise is Partially Done.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Pashu Aadhaar and Bharat Pashudhan have moved beyond announcement into live national use, with animal IDs and digital vaccination records, and the ministry reports implementation in all states. That is meaningful delivery of the identification and IT infrastructure. Complete monitoring of all animals in Gujarat remains unverified without state-level coverage and data-quality figures.
The national number of animal IDs is not used as a Gujarat progress bar; it cannot show what share of Gujarat livestock is registered.
02 · Strength of evidence
Why medium confidence?
Union ministry launch and parliamentary material directly establish the operational platform and all-state rollout. Confidence is medium because no Gujarat-specific animal denominator, ID count or complete health-record coverage was located.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Gujarat-specific Pashu Aadhaar IDs issued, broken down by animal type and district
- Share of Gujarat’s livestock population registered with an active ID
- Vaccination and health-record completeness rates for registered animals
- Clarification whether Gujarat operates a separate card or uses Bharat Pashudhan’s national ID
Status describes delivery. Confidence describes the evidence.
