Build a $1-trillion economy, attract ₹5 lakh crore foreign investment and develop a defence-aviation hub

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will make Gujarat a $1 trillion economy by maintaining its pole position in manufacturing, focusing on services and investing in human and institutional capacity-building for new-age industries. We will become the top FDI destination by attracting ₹5 lakh crore foreign investment in the next 5 years. We will make Gujarat the Defence and Aviation Manufacturing Hub of India.”
Our Assessment
This is one manifesto promise with three substantial outcomes. Gujarat's FY2026-27 nominal GSDP is projected at ₹33,24,676 crore, below the $1-trillion objective. DPIIT records Gujarat FDI equity inflows of $6.405 billion in 2023, $7.033 billion in 2024 and $5.136 billion in 2025; Maharashtra and Karnataka exceeded Gujarat in 2025, so the "top destination" condition is not met on this measure. The C-295 final assembly plant at Vadodara was inaugurated in October 2024, a concrete aviation-manufacturing milestone, though the project was initiated before the 2022 election. FDI equity in US dollars cannot be presented as an achieved share of the ₹5-lakh-crore, five-year foreign-investment pledge without a matching definition, period and rupee series. Progress is real but the main numerical and ranking targets remain unmet or unverified.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Gujarat has received substantial FDI and the C-295 aircraft final-assembly facility opened in Vadodara in 2024, showing concrete movement on the investment and aviation components. Yet the 2026-27 budget projects GSDP of ₹33.25 lakh crore, well short of a $1-trillion economy; DPIIT's 2025 FDI equity data put Maharashtra and Karnataka ahead of Gujarat; and a verified ₹5-lakh-crore five-year inflow total is unavailable. The multi-part promise is therefore Partially Done.
The Vadodara aircraft project began before the 2022 manifesto and is treated as an operational milestone, not proof that this election pledge caused it. The FDI bar remains unfilled until a comparable rupee-denominated 2022–27 series is available.
02 · Strength of evidence
Why medium confidence?
Official DPIIT FDI figures, a Defence Ministry release on the Vadodara facility, and the state budget analysis support the main findings. The manifesto's broad 'manufacturing hub' language and unspecified definition of foreign investment limit an exact overall measurement, so confidence is Medium.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Official annual nominal GSDP and a stated exchange-rate method for the $1-trillion benchmark
- A consistent rupee-denominated foreign-investment series for the precise five-year period, distinguishing FDI equity from other inflows
- Comparable state rankings for realised FDI over the promised period
- Operational production, supplier and employment data for Gujarat's defence and aviation manufacturing facilities
