Our Assessment
DPIIT's fifth-edition assessment places Gujarat in the Best Performer group for reforms during January 2023–November 2024. It records over 1,100 startups receiving incubation or acceleration support and more than 15 existing incubators upgraded. These demonstrate substantial progress toward the startup-hub objective. The ranking measures submitted policy-support evidence, not an absolute national lead on every startup outcome; universal incubator upgrades and complete sector coverage remain unverified.
