Create a new marine-management policy promoting mariculture

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will come up with a New Marine Management Policy to promote new technologies such as sea wrenching and sea cage culture among fishermen.”
Our Assessment
Gujarat has taken meaningful fisheries-management and mariculture steps, though I could not verify the promised new Marine Management Policy itself. A 2025 amendment established the Gujarat State Fisheries Harbour and Aquaculture Development Authority. The state’s February 2026 Assembly address reported ₹12.5 crore allocated for intensive aquaculture and mariculture zoning. ICAR-CMFRI’s Veraval unit also reports sea-cage farming and related coastal pilots. These activities address parts of the promised policy objective, but neither the authority nor pilot projects are a published state marine-management policy. The manifesto uses the term 'sea wrenching'; official fisheries material commonly discusses sea ranching, which may be the intended technology. State-specific rollout of sea ranching among fishermen was not verified. The promise is Partially Done.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
A state fisheries amendment created a dedicated harbour and aquaculture authority, while budget material and ICAR-CMFRI activity show concrete support for mariculture and sea-cage techniques. Those are meaningful steps toward technology promotion. However, no issued Gujarat New Marine Management Policy, its implementation rules or evidence of widespread fisherman uptake was located.
The exact manifesto wording 'sea wrenching' is preserved. Sea ranching is discussed only as a possible intended term, not silently substituted for the original pledge.
02 · Strength of evidence
Why medium confidence?
A parliamentary reply, state Assembly address and ICAR research institute report corroborate the authority, allocation and coastal pilots. Confidence is medium because direct attribution to a named Gujarat marine-management policy and beneficiary uptake remains unproven.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- The notified Gujarat New Marine Management Policy or equivalent cabinet-approved policy text
- Programme orders and expenditure for sea-cage culture and sea ranching in Gujarat
- Number of active sea cages, participating fishermen and output by district
- Clarification of the manifesto’s 'sea wrenching' wording
