What does this status mean?
The term is active and there is no evidence of action or reversal.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will ensure 100% mechanisation of boats under the Pradhan Mantri Matsya Sampada Yojana.”
Our Assessment
The current fleet remains far short of the manifesto’s 100% mechanisation target. Gujarat’s 2025–26 Socio-Economic Review reports 28,392 mechanised boats among 37,061 registered fishing boats as of September 2025, or 76.6%. The 2022–23 review reported 28,355 mechanised boats among 36,980 registered boats, or 76.7%, using pre-election data. The later mechanised count is only 37 higher, and the fleet share is effectively unchanged. I could not verify a post-election PMMSY programme that converted the remaining boats or a significant increase attributable to this pledge. The status is Pending; the progress bar shows the fleet’s present composition, not delivery since the election.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why pending?
The current official review counts 28,392 of 37,061 registered boats as mechanised, but a pre-election review already counted 28,355 of 36,980. The approximately 76.6% current share is essentially unchanged from the 76.7% baseline. No verified post-election boat-conversion tally or PMMSY outcome was found, so there is no evidence of meaningful action toward 100% mechanisation beyond the pre-existing fleet.
The bar shows the mechanised share of registered boats, not the share newly mechanised under PMMSY. Some boats classified as non-mechanised may nevertheless be motorised; the state review’s categories are used as published.
02 · Strength of evidence
Why medium confidence?
Two Gujarat Socio-Economic Reviews provide comparable fleet counts. Confidence is medium because the accessible copies are reproductions of official state publications and do not identify conversion dates, boat types or PMMSY beneficiaries.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- A Gujarat Fisheries Department annual series of mechanised and non-mechanised registered boats through 2026
- PMMSY-supported engine or vessel mechanisation approvals and completed conversions, with beneficiary lists
- Clarification whether motorised but non-mechanised boats are included in the manifesto’s 100% target
