What does this status mean?

Meaningful delivery has occurred, but the stated commitment is incomplete.

Status describes delivery. Confidence describes how strong the available evidence is.

Original manifesto wording

“We will work towards building a 30 km long dam under the Kalpasar project in the Gulf of Khambhat, creating the world's largest freshwater reservoir, to provide irrigation and drinking water in Saurashtra.”

Our Assessment

The Kalpasar project has moved through technical planning, but the promised freshwater reservoir has not been verified as built. In a July 2026 parliamentary reply, the Ministry of Jal Shakti reported that Gujarat’s detailed project report was at an advanced stage of finalisation, with Indo-Dutch technical work continuing. The ministry still described the Gulf of Khambhat dam and its irrigation benefits as proposed. Because the manifesto commits to working towards construction, the documented DPR work counts as progress; because construction and water delivery are not established, the promise is Partially Done.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

A July 2026 official reply confirms that the project’s detailed project report is in advanced finalisation and that technical cooperation is ongoing. This is verifiable work toward the proposed dam. The reply presents the dam, reservoir and Saurashtra irrigation benefits as future outcomes, with no verified construction or operating reservoir. Planning warrants Partially Done, not Fulfilled.

The manifesto specifies a 30 km dam. This assessment does not turn DPR progress into kilometres built; a comparable construction measure has not been verified.

02 · Strength of evidence

Why high confidence?

The Ministry of Jal Shakti’s parliamentary answer reports Gujarat’s project stage directly and clearly distinguishes proposed benefits from completed delivery. High confidence applies to that planning-stage verdict, not to whether or when the project will be completed.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • Final approved Kalpasar DPR and current dam alignment/length
  • Environmental and other statutory clearances plus tender or construction award
  • Physical construction progress and commissioning records
  • Evidence of actual irrigation and drinking-water supply to Saurashtra

Status describes delivery. Confidence describes the evidence.
