Our Assessment

BJP promised ₹10,000 crore of investment through Gujarat Krishi Infrastructure Kosh for an integrated agricultural market and post-harvest infrastructure system. The commitment appears as promise 1 on printed page 1 of the 2022 English manifesto and is repeated under “Scaling Up Agri-Infrastructure” on printed page 13. It requires verification of the named fund, the investment and the infrastructure delivered. There is evidence of related agricultural infrastructure support in Gujarat. A Lok Sabha answer dated 25 July 2023 identified a tentative ₹7,282-crore allocation for Gujarat under the Union government's Agriculture Infrastructure Fund (AIF), to be lent by participating institutions. A later answer dated 24 March 2026 reported 5,836 sanctioned and 4,007 completed AIF projects in Gujarat, using data as of 11 March 2026. These are cumulative figures for the separate central scheme, not verified expenditure under Gujarat Krishi Infrastructure Kosh. State-level market support has also been reported. ABP Asmita reported on 2 February 2026 that Gujarat announced an increase in APMC construction assistance from ₹5 crore to ₹10 crore. This is evidence of an announced assistance measure; the report does not establish disbursement or connect it to the promised ₹10,000-crore fund. Separately, the Ministry of Cooperation reported on 4 February 2026 that four PACS grain-storage projects had been completed in Gujarat under the national cooperative storage plan. That plan converges central schemes and is not identified as this state fund. As of this review on 4 October 2026, the sources examined do not establish a government notification, identifiable budget allocation, cumulative actual expenditure or completed asset register explicitly attributable to Gujarat Krishi Infrastructure Kosh. Related central loans, project costs, assistance announcements and existing facilities cannot be counted automatically towards the ₹10,000-crore commitment. The promise is therefore assessed as Pending, with Low confidence because fund-specific implementation evidence is incomplete. This is an evidence-gap assessment, not a finding that no agricultural infrastructure has been built. The government term is still active; the available record does not justify marking the promise Broken. Budget allocation and actual investment are left unknown until fund-specific documents are available.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why pending?

We could not verify expenditure or completed projects specifically under the promised ₹10,000-crore Gujarat Krishi Infrastructure Kosh.

The term is still active. Missing evidence does not prove that no work has happened.

02 · Strength of evidence

Why low confidence?

The manifesto commitment is verified, but fund-specific implementation records are incomplete. Available sources describe related schemes without establishing delivery under this named fund.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • An official notification or budget allocation identifying this fund
  • Actual expenditure recorded against the ₹10,000-crore commitment
  • A list of completed facilities linked to the fund
