What does this status mean?
Implementation is progressing towards the commitment.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will ensure 100% institutional deliveries in the state.”
Our Assessment
Gujarat's February 2026 Socio-Economic Review reports institutional deliveries at 99.98% of registered deliveries in 2024–25, up from 99.90% in 2022–23. The state is very close to the target, with maternity services operating under JSY, JSSK and SUMAN. It has not reported 100% in that series. The bar uses registered deliveries for the stated year; it is not a population survey, a 2026 rate, or a percentage of new deliveries caused by this government.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why on track?
Published annual registration data show measurable movement toward 100%, while the exact target remains unmet.
02 · Strength of evidence
Why medium confidence?
Relevant delivery evidence exists, but complete scope, coverage or independent verification remains limited.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- The next annual institutional-delivery numerator and total-delivery denominator
- Reconciliation of home deliveries and registration completeness
