Our Assessment

Gujarat reports substantial livestock treatment, vaccination, insurance and Gaushala assistance. By January 2026, it said more than 60 lakh animals had been treated; during 2025–26 it reported ₹241.35 crore paid under Gaumata Poshan to more than 1,600 institutions caring for over 4.5 lakh animals. Union data recorded 248,000 animals insured in FY 2024–25. These are real deliveries, but they do not establish a distinct additional ₹500 crore for new or upgraded Gaushalas. The available MVU data show 127 units sanctioned before the 2022 manifesto and 127 operational in 2025, not the promised 1,000 additional units. Complete statewide vaccination and insurance remain unverified. The detailed page-16 Gaushala, MVU and animal-health commitments are assessed together here to avoid counting them twice.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

Gujarat has reported meaningful livestock-care delivery. Its February 2026 Assembly address said more than 60 lakh animals had been treated and over 4,000 animal-health fairs held by January 2026. It also reported ₹241.35 crore paid during 2025–26 under Gaumata Poshan to more than 1,600 institutions caring for over 4.5 lakh animals. Union data recorded 248,000 animals insured in Gujarat in FY 2024–25. These figures show real services but do not establish the separately promised additional ₹500 crore for Gaushala construction and upgrades. The available Mobile Veterinary Unit counts show 127 sanctioned in FY 2021–22, before the manifesto, and 127 operational in June 2025. They do not substantiate 1,000 additional units. Nor do available state records demonstrate complete vaccination and insurance of all livestock. The related detailed pledges on printed page 16 are tracked together in this existing livestock-care record.

Related animal-health and Gaushala programmes are operating, but the additional ₹500 crore, 1,000 new MVUs and universal vaccination and insurance remain unverified. The detailed page-16 pledges are consolidated here to avoid duplicate counting.

02 · Strength of evidence

Why medium confidence?

Official state figures, a Union government parliamentary reply and CAG accounts provide reliable evidence for individual activities. Confidence is medium because the records do not provide a comparable post-election MVU baseline, statewide coverage denominators for vaccination and insurance, or a separately traceable ₹500 crore allocation.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • A pre-election and current count of operational Mobile Veterinary Units, showing which 1,000 units were added after November 2022
  • Official expenditure and beneficiary records specifically identifying the additional ₹500 crore for Gaushala construction and upgrades
  • Statewide livestock denominator and annual vaccination coverage by disease, with repeat-dose and animal-category details
  • Statewide livestock denominator and the number insured under state and central schemes, with policy periods
  • A consolidated Gujarat animal-health report linking Gaushala support, mobile veterinary care, vaccination and insurance

Gujarat’s 2022–23 accounts recorded ₹280.85 crore actual expenditure under the broader Gauseva and Gaucher Development Programmes. This was a wider programme head, not proof that the manifesto’s additional ₹500 crore was separately allocated.
