The manifesto set 2023 for a holistic state policy on water conservation, storage and distribution. I could not verify a published post-election policy meeting that commitment. The Gujarat water-resources department’s public Water Policy page points to a draft Gujarat State Water Policy from 2015, which predates this pledge and is not evidence that a 2023 policy was issued. An equivalent policy under a different name could count if it covers the promised functions and is formally adopted; that has not been established in the records reviewed. The status is Pending.
