What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will invest ₹25,000 crore to expand the existing irrigation network projects such as Sujalam Sufalam, SAUNI, lift irrigation projects, micro irrigation, drip irrigation and other systems across Gujarat. Under this, we will: • Come up with a roadmap for strengthening and expanding the Water Grid for Kutch and North Gujarat regions by building more than 50 dams and 4 major barrages, irrigating more than 5 lakh acres of land. • Increase the availability of irrigation water in tribal areas by building more than 70 weir/barrages and more than 5,000 check dams.”
Our Assessment
Gujarat has continued to fund the named irrigation networks. Its 2025–26 budget speech provided ₹3,547 crore for Sujalam Sufalam, SAUNI and Kutch water works, ₹1,522 crore for modernising existing irrigation infrastructure, ₹832 crore for 326 large check dams and weirs, and ₹548 crore for tribal-area lift irrigation. These allocations show active expansion, but they are annual provisions for related programmes, not proof that the manifesto’s ₹25,000 crore has been spent. The records reviewed also do not reconcile the promised Kutch/North Gujarat roadmap, more than 50 dams, four major barrages, five lakh newly irrigated acres, or more than 70 tribal-area weirs and 5,000 check dams against completed post-election works. The package is Partially Done.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
The state budget documents substantial allocations to Sujalam Sufalam, SAUNI, Kutch water works, irrigation modernisation, check dams and tribal lift irrigation. These are concrete implementation steps for the types of work promised. However, the budget lines cannot simply be added up as the manifesto’s ₹25,000-crore investment, and the available records do not verify completion of the separate geographic and numerical sub-targets. Delivery has begun, but the full bundle is not established, so the status is Partially Done.
The ₹25,000-crore figure is a manifesto commitment, not a verified cumulative allocation or expenditure. Existing pre-2022 dams and irrigation coverage are not counted toward new construction targets. No single progress bar is shown because the pledge mixes money, structures and land area.
02 · Strength of evidence
Why medium confidence?
The 2025–26 state budget speech directly names the irrigation schemes and planned allocations. Confidence is Medium because the reviewed sources do not provide a promise-level expenditure ledger or a post-2022 completion register for the specified dams, barrages, check dams and irrigated acreage.
