Original manifesto wording

“We will launch the Gujarat Agro Exports Policy to boost agricultural exports, under which we will: Develop 13 Agri-Cluster Zones as export zones; Establish an Agri-Export Cell to facilitate agricultural exports in every district; Establish state-of-the-art perishable cargo centres at the airports of Vadodara, Surat and Rajkot.”

Our Assessment

Gujarat has taken a documented preparatory step: in June 2025, its Agro Industries Corporation sought a feasibility and infrastructure-gap study for 13 agri-cluster export zones. The 2025–26 budget speech had also announced plans for a pre-feasibility report. I could not verify an issued Agro Exports Policy, operating district export cells, the 13 designated zones or perishable cargo centres at Vadodara, Surat and Rajkot airports. The pledge is Partially Done on the strength of planning, with delivery of the named facilities still unverified.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

Gujarat Agro Industries Corporation issued a June 2025 bid for an infrastructure-gap and feasibility study to develop 13 identified agri-cluster zones into export zones. The 2025–26 state budget speech also planned a pre-feasibility report for 13 agri-export zones. These are concrete preparatory steps for one named part of the pledge. However, the records reviewed do not establish a notified Gujarat Agro Exports Policy, operational export-zone designations, an Agri-Export Cell in every district, or perishable cargo centres at the three promised airports. Preparatory action makes the bundle Partially Done, while delivery of its services and facilities remains unverified.

The 2025 tender concerns feasibility work for 13 identified zones. It is evidence of action, not evidence that 13 zones or any of the three named airport cargo centres are operational. The progress target records only the zone sub-target; a comparable current count is not available.

02 · Strength of evidence

Why medium confidence?

Official GAIC tender documents and the Gujarat budget speech directly support the 13-zone planning activity. Confidence is Medium because the study's outcome and the operational status of the policy, district cells and airport facilities are not documented in the sources reviewed.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • Published Gujarat Agro Exports Policy notification and implementation rules
  • Official list and operational status of all 13 Agri-Cluster export zones
  • District-by-district Agri-Export Cell staffing and activity records
  • Commissioning dates and operating data for perishable cargo centres at Vadodara, Surat and Rajkot airports
