What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will provide free-of-cost sanitary napkins to all female students and set up 25,000 subsidised sanitary napkin vending machines in every community and public toilet across Gujarat.”
Our Assessment
A December 2024 Gujarat Education Department GeM bid documents procurement of sanitary vending and incinerator equipment for educational institutions. This is implementation activity, but a tender quantity is not an installed-machine count. It does not verify free recurring napkin supplies for all female students or 25,000 functioning vending machines in community and public toilets. School equipment and public-toilet machines must be reported separately, with installation and maintenance evidence.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Relevant procurement has begun, but universal free distribution and the public-toilet machine target remain unverified.
02 · Strength of evidence
Why medium confidence?
Relevant delivery evidence exists, but complete scope, coverage or independent verification remains limited.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Award, installation and functioning-machine records by location
- Free napkin distribution and refill records for all female students
- Public/community-toilet coverage and maintenance data
