Our Assessment

Gujarat's 2025–26 budget speech planned five food parks at Kutch, Ahmedabad, Junagadh, Vadodara and Halol. The planned Halol site differs from the manifesto's Banaskantha site. An August 2025 Union government reply recorded no new Mega Food Park sanctioned in Gujarat since 2019; the two operational parks it listed, in Surat and Mehsana, pre-date the promise. The new five-park programme has moved into planning, but none of the promised new parks has been verified operational. Status: Partially Done.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

The Gujarat government's 2025–26 budget speech announced plans for five food parks at Kutch, Ahmedabad, Junagadh, Vadodara and Halol. This shows official movement toward a five-park programme, though Halol differs from the manifesto's Banaskantha location. The Ministry of Food Processing Industries told Parliament in August 2025 that no new Mega Food Park had been sanctioned in Gujarat since 2019. The state's two operational Mega Food Parks, in Surat and Mehsana, were approved in 2014 and 2017 and cannot be counted toward this post-2022 pledge. Planning has begun, but construction and operation of any of the five promised parks are not verified, so the verdict is Partially Done.

The bar counts newly established parks in the five manifesto locations, not pre-2022 parks. Zero new parks were verified operational in the cited 2025 parliamentary answer. The state budget's planned fifth site is Halol/Panchmahal rather than manifesto-named Banaskantha; the final site list still needs confirmation.

02 · Strength of evidence

Why medium confidence?

The state's budget speech documents the five-park plan and the parliamentary reply establishes that the older parks pre-date the pledge. Confidence is Medium because a more recent state-level completion register for the promised parks has not been verified.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • GAIC project approvals, DPRs and exact sites for the five promised parks
  • Construction milestones and commissioning certificates for each park
  • A government explanation for the Halol/Panchmahal versus Banaskantha location difference
  • Operating units, processing capacity and actual expenditure for newly opened parks
