What does this status mean?
The term is active and there is no evidence of action or reversal.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will ensure state-of-the-art healthcare facilities in tribal areas by setting up 8 medical colleges, and 10 nursing/para-medical colleges.”
Our Assessment
The 2025 parliamentary reply names Narmada, Navsari and Panchmahal medical colleges under a central programme that predates this manifesto. Existing NMC and institution records do not establish eight new tribal-area medical colleges opened after the election, and the promised ten new nursing/paramedical colleges lack a comparable opening-date ledger. Relevant existing colleges are acknowledged as baseline healthcare infrastructure, not automatically counted as new construction. No institution-by-institution reconciliation for both targets was verified in this review. The 8-plus-10 commitment remains Pending with Low confidence; this describes an evidence gap rather than proof that no college development occurred.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why pending?
The government reports medical-college activity in tribal districts, including approvals for Narmada, Navsari and Panchmahal under a programme that predates the 2022 pledge. Those are relevant facilities, but the available record does not establish which colleges were newly set up after the election, nor a verified count of the promised ten nursing/paramedical colleges. Existing or pre-election colleges cannot be counted as new delivery against the 8-plus-10 target. Pending is provisional until a dated institution-by-institution comparison is available.
A 2025 parliamentary reply lists Narmada, Navsari and Panchmahal as tribal districts with medical colleges approved under a pre-existing central scheme. That does not establish eight colleges set up since this manifesto or ten nursing/paramedical colleges. Baselines and opening dates must be reconciled before assigning a progress numerator.
02 · Strength of evidence
Why low confidence?
The manifesto's targets are clear, but the public records found do not provide a post-election opening and operating-status ledger for both types of college.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Names, NMC approvals and first MBBS admission years for eight proposed tribal-area medical colleges
- Names, regulatory approvals and first admissions for ten nursing/paramedical colleges
- A 2022 baseline separating already operating colleges from post-election openings
