Set up an Economic Advisory Board to improve Gujarat’s business climate

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will set up an Economic Advisory Board consisting of industrialists, entrepreneurs and subject-matter experts to develop Gujarat as the most preferred business destination and leader in ease of doing business.”
Our Assessment
Gujarat established the Gujarat State Institution for Transformation (GRIT) in September 2024 as a development policy think tank. Its governing body met in December 2024, and the state later reported economic master plans for five regions. This is substantive institutional progress toward expert-led economic planning even though the institution has a different name. The public records reviewed do not establish that industrialists and entrepreneurs sit on a dedicated Economic Advisory Board or show recommendations specifically tied to making Gujarat the leading ease-of-doing-business destination. The promise is therefore Partially Done, not fulfilled.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
GRIT was established after the election, its governing body has met and it has produced economic master plans. That delivers part of the pledged expert-led planning function despite the different name. But the record reviewed does not identify the promised board’s industrialist and entrepreneur members or show a dedicated business-climate programme resulting from it.
A change of institution name does not prevent credit for comparable delivery; the membership and business-climate mandate still need verification.
02 · Strength of evidence
Why medium confidence?
Akashvani reported GRIT’s formation and first meeting, and a Gujarat Assembly address confirms GRIT’s output. These are direct records of the institution, but its equivalence to the specifically promised industry-and-entrepreneur board remains uncertain.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Government resolution or membership list showing industrialists, entrepreneurs and subject-matter experts on GRIT or a successor advisory board
- Minutes, published recommendations and adoption records on investment and ease-of-doing-business reforms
- Evidence linking resulting reforms to measurable changes in business approvals or investment
Status describes delivery. Confidence describes the evidence.
