Double solar water-pump connections for Gujarat farmers

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We aim to make Gujarat's farmers self-reliant in their power requirements by doubling the number of solar water pump connections under the PM Kusum and Surya Shakti Kisan Yojana schemes.”
Our Assessment
Solar irrigation deployment has advanced in Gujarat. An official parliamentary reply recorded 2,459 standalone solar pumps installed under PM-KUSUM Component B by 31 January 2024 and 9,349 by 28 March 2025. A NITI Aayog evaluation tender's official progress table reported 11,813 Component B pumps by 30 June 2025. These are actual installations, not only sanctions. However, the manifesto promised a doubling of combined PM-KUSUM and Surya Shakti Kisan Yojana solar water-pump connections from the 2022 baseline. A comparable pre-election baseline and up-to-date combined total were not verified, so the doubling target is unproven. Feeder-level solarisation figures under PM-KUSUM Component C are not equivalent to individual solar pump connections and are excluded from this comparison. The fixed numerical promise is Partially Done.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Installed standalone solar pumps increased under PM-KUSUM Component B, providing measurable delivery. The manifesto's target is to double combined PM-KUSUM and SKY solar water-pump connections, which cannot be assessed reliably without a like-for-like 2022 starting count and current total.
PM-KUSUM standalone pumps are being installed, but there is no comparable 2022 baseline and current combined PM-KUSUM/SKY count to verify doubling.
02 · Strength of evidence
Why medium confidence?
Official parliamentary data and a government evaluation establish Component B installation counts. They do not measure the combined PM-KUSUM/SKY baseline and endpoint needed for the manifesto's doubling test.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- 2022 Gujarat baseline of installed PM-KUSUM and SKY solar water-pump connections, with overlap removed
- Current count of operational connections on the same definition, with year-wise additions
- Clarification of whether SKY added new connections after 2022 and how feeder solarisation is distinguished from individual pumps
