What does this status mean?
The stated commitment has been substantively delivered, supported by evidence.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will create 10 Organic and Natural Farming Clusters in the state to bring scale and efficiency to the existing value chain.”
Our Assessment
The Union agriculture ministry reported 1,033 natural-farming clusters formed in Gujarat under the National Mission on Natural Farming during 2024–25 and 2025–26, enrolling 1,17,108 farmers across 48,740.94 hectares. That exceeds the manifesto’s target of 10 functioning organic and natural-farming clusters, and the state’s existing page records earlier operational clusters. The clusters were delivered under a national scheme rather than a uniquely named Gujarat programme; the outcome of creating clusters is nevertheless verified. This promise is Fulfilled.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why fulfilled?
The July 2026 parliamentary reply explicitly lists 1,033 clusters formed in Gujarat under the National Mission on Natural Farming, far above the manifesto target of 10. It also reports farmers enrolled and area covered, showing these are operational programme clusters rather than only proposed locations. The delivery target is met even though the implementing scheme name differs.
The progress bar is capped at 100%; the underlying official count is 1,033 clusters against the 10-cluster promise. The data describe NMNF natural-farming clusters, which are treated as functionally equivalent to the manifesto’s organic and natural-farming clusters.
02 · Strength of evidence
Why high confidence?
High confidence rests on a dated Union agriculture ministry reply with a state-specific count, enrolled farmers and covered area. The source is direct administrative reporting.
What would help us reassess?

- Updated Gujarat cluster list and geographic locations
- Independent evidence that clusters remain active and improve the value chain

Promise Timeline
Gujarat expanded its natural-produce marketing network by inaugurating more than 100 sales centres, taking the reported statewide network to about 1,200 outlets. This supports the manifesto's stated objective of strengthening the natural-farming value chain, although the sales centres themselves are not what fulfils the 10-cluster target.
