Original manifesto wording

“We will create a ₹10,000 crore Maharaja Shri Bhagvatsinhji Swasthya Kosh, revolutionising the healthcare sector, under which we will: • Build new and upgrade infrastructure of existing healthcare facilities (Hospitals, CHCs and PHCs)”

Our Assessment

Surat Civil Hospital opened dialysis and critical-care upgrades in September 2026. State budgets also fund specialist services and equipment for government hospitals and CHCs. These are concrete improvements to the public network. The evidence does not establish completion of the broader hospital, CHC and PHC programme, or demonstrate that infrastructure, staffing and functioning services meet required standards across facilities.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

02 · Strength of evidence

Why medium confidence?

Identifiable delivery or administrative action is documented, but full scope or coverage remains unverified.

What would help us reassess?

The documents that could clarify delivery of this commitment.
