What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will expedite and operationalise the Centre of Excellences of Horticulture in Ahmedabad, Jamnagar and Kheda to promote the horticulture and food processing industry in the state.”
Our Assessment
The 2022 manifesto pledged to expedite and operationalise three named horticulture Centres of Excellence, in Ahmedabad, Jamnagar and Kheda. This was an existing pipeline rather than a new post-election project: Gujarat's March 2022 budget set aside ₹7 crore for the three centres, and the Chief Minister laid foundation stones for them in September 2022. Those pre-election steps establish the baseline and are not counted as delivery after the election. Gujarat's Governor reported on 1 February 2024 that the three named centres were under construction, while seven other horticulture Centres of Excellence were functioning. The February 2026 Governor's address said eight centres were functioning statewide and nine more were being constructed, but did not name the operating or unfinished sites. Therefore, post-election construction of the promised centres is verified, but the available record does not establish that any of these three centres has opened and begun services to farmers or food processors. This is Partially Done: meaningful project work was underway after the election, but operation at the three promised locations remains unverified. The 0 of 3 bar means zero named sites could be confirmed operational from the records reviewed, not that all three are definitely closed. The ₹7-crore budget provision was made before the election; it is budget context, not evidence of post-election expenditure.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
The 2024 Governor's address explicitly listed the Ahmedabad, Jamnagar and Kheda horticulture centres as under construction after the 2022 election. That is meaningful implementation. The 2026 statewide total of eight functioning centres does not identify which sites opened, so operation of the three named centres remains unverified.
The progress bar counts only the named Ahmedabad, Jamnagar and Kheda centres verified operational. Zero verified is an evidence limit, not proof that none has opened. The ₹7-crore allocation and foundation stones pre-dated the election.
02 · Strength of evidence
Why medium confidence?
The 2022 budget, the 2024 Governor's address and the 2026 Governor's address are government documents. They establish the project baseline and later construction, but the latest report lacks a district-wise operational list, service dates and beneficiary records for the three promised sites.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Commissioning or inauguration orders and start-of-service dates for the Ahmedabad, Jamnagar and Kheda centres
- A current district-wise list of functioning horticulture Centres of Excellence
- Training, nursery, demonstration and food-processing service records for each of the three sites
- Actual expenditure against the three-centre project, distinguished from the pre-election ₹7-crore provision
