Our Assessment

Gujarat’s 2024 Chintan Shibir report recommended an agri-entrepreneurship policy, marketing services and district facilitation centres. NITI Aayog subsequently launched a national frontier-technology agriculture roadmap in Gandhinagar with Gujarat’s Chief Minister present. These show policy discussion and related planning, but neither document is a verified Gujarat government roadmap that specifies incentives for agri-tech entrepreneurs and how their services will connect farmers directly with consumers. No adopted roadmap or delivery against it was confirmed, so this promise is Pending.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why pending?

An official state Chintan Shibir report recommends support for agri-entrepreneurs and marketing services, while NITI Aayog published a national agriculture-technology roadmap. Recommendations and a national roadmap do not establish publication or implementation of the specific Gujarat roadmap promised here. The named deliverable remains unverified, so the status is Pending.

A state roadmap under a different title can count if it sets out entrepreneur incentives and measurable farmer-to-consumer market links. General startup or market activity alone is insufficient.

02 · Strength of evidence

Why low confidence?

Confidence is Low because the reviewed records are related planning documents rather than a comprehensive index of all state agriculture policies. A later adopted plan may exist outside the sources checked.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • Published Gujarat roadmap or government resolution for agri-tech entrepreneurs
  • Named incentive schemes, eligibility and expenditure
  • Entrepreneurs supported and functioning farmer-to-consumer channels
  • Measured producer participation, consumer reach and market outcomes

Status describes delivery. Confidence describes the evidence.
