Set up 500 pre-birth waiting rooms in tribal areas

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will set up 500 Pre-Birth Waiting Rooms at PHCs and CHCs in the tribal-dominated areas of Gujarat to safeguard pregnant tribal women from all sorts of birth-related risks.”
Our Assessment
Gujarat has equivalent birth-waiting facilities under the Mamta Ghar model. A 2025 field assessment by NHSRC researchers includes functioning Gujarat birth waiting homes, while noting limited preventive admissions and operational weaknesses. This provides evidence of a relevant service, independent of the facility name. It does not establish that 500 rooms at tribal PHCs and CHCs have been newly set up since the manifesto: the model existed earlier, the study covers a small multi-state sample, and it gives no Gujarat-wide post-2022 completion count. The service component is partly delivered, but the numerical expansion and functionality target remain unverified. No sample count is extrapolated into a progress percentage.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Functioning equivalent facilities establish relevant service delivery, while the 500-room post-election rollout is not demonstrated.
02 · Strength of evidence
Why medium confidence?
A recent primary field-study abstract confirms Gujarat facilities and their operating limitations, but has no representative facility census or opening-date ledger.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- A Gujarat PHC/CHC-wise inventory of the 500 intended rooms and opening dates
- A 2022 baseline separating earlier Mamta Ghar facilities from additions
- Admission, staffing, referral and maternal-safety performance records
Status describes delivery. Confidence describes the evidence.
