Original manifesto wording
“We will set up at least 250 new Horticulture FPOs across every district in the next 5 years.”
Our Assessment
The manifesto commits to at least 250 new horticulture-focused Farmer Producer Organisations across Gujarat's districts within five years of the 2022 election. This is a specific subset of the separate 1,000-new-FPO pledge already tracked on ManifestoWatch. The target requires post-election incorporation or formation dates, horticulture activity, and district coverage; a statewide count of FPOs of all crop types cannot be substituted. There is relevant FPO formation in Gujarat. A Union agriculture release listed 393 Gujarat FPOs registered under the national 10,000-FPO programme as of 22 July 2024. That number is cumulative, includes different agricultural activities and predates the 2022 manifesto in part. SFAC's February 2025 register includes post-election Gujarat companies, including Kshetra Veg Pro Farmers Producer Company Limited in Kheda, incorporated on 4 April 2023. Its name suggests a vegetable connection, but the register does not classify and tally new horticulture FPOs, establish their operation or demonstrate formation across every district. No authoritative post-election horticulture-specific baseline, 250-FPO programme tally or district-wise delivery list was found. This promise is Pending with Low confidence because the broader central scheme and a small number of candidate organisations cannot establish how much of the specific 250-FPO commitment has been delivered. The numerical target is recorded, but a completed count and progress percentage are withheld rather than inferred from unrelated aggregate FPO figures.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why pending?
General FPO registrations in Gujarat are documented, but the available government counts do not separate new horticulture FPOs formed since the election or show coverage in every district. An SFAC register contains a vegetable-named post-election FPO in Kheda, yet one candidate record does not establish a monitored statewide programme or the promised 250 organisations. Specific delivery remains unverified.
The target is 250 new horticulture FPOs in the five-year period. No completed-count bar is shown because the public aggregate figures include other crops and pre-election registrations.
02 · Strength of evidence
Why low confidence?
The manifesto, Union release and SFAC register are direct documents, but none provides the horticulture-specific, post-election, district-wise cohort needed to assess the 250 target. The pending verdict is an evidence-gap judgement, not a finding that no horticulture FPOs have formed.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- A district-wise register of horticulture FPOs created after the December 2022 election, with registration dates and crop focus
- The baseline number of horticulture FPOs operating before the election
- Government orders, implementation partners and year-wise targets for the 250-FPO commitment
- Evidence of operational activity and member numbers for the newly formed horticulture FPOs
