Our Assessment

The pledge requires 240 new Primary Health Care centres across tribal districts. A December 2024 state statement reports approval for 24 remote-area PHCs and 1,499 existing functioning PHCs statewide. Approval is a planning step, and neither figure identifies newly opened tribal-district centres against this target. Existing PHCs, upgraded sub-centres and Ayushman Arogya Mandirs cannot automatically be counted as 240 new PHCs. No verified district-wise construction, commissioning and staffing register for this commitment was found. It remains Pending while the term is active; this is an evidence gap, not a finding that no work has occurred.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why pending?

Relevant PHC approvals are documented, but meaningful delivery of new tribal-district PHCs against the 240-centre pledge has not been verified.

02 · Strength of evidence

Why low confidence?

The source quotes the state's approval and functioning-centre figures, but lacks the sites, opening dates and tribal-district classification needed to measure this pledge.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • The names and locations of 240 intended new PHCs
  • Construction progress, commissioning dates and staff/service rosters
  • A 2022 baseline distinguishing new PHCs from upgrades and existing facilities

Status describes delivery. Confidence describes the evidence.
