Our Assessment

Farmer Producer Organisations are being registered in Gujarat under the Union formation programme. A March 2022 parliamentary answer counted 355 Gujarat FPOs across several implementing channels before the manifesto, while a July 2024 Union release listed 393 Gujarat registrations under the central 10,000-FPO scheme. These counts use different coverage and cannot be subtracted to measure new FPOs since the December 2022 election. They establish ongoing FPO formation, but not progress toward 1,000 new post-election organisations. No verified Gujarat government record was found for the promised ₹250-crore corpus or interest-free loans of up to ₹25 lakh. FPO delivery is visible, while the full quantified and credit commitments remain unverified; Partially Done is the cautious status.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

Registered FPOs exist and continue to be formed in Gujarat, which is relevant delivery. The available state counts include organisations created before 2022 and come from different schemes, so they cannot support the promised 1,000-new-FPO target. The separate ₹250-crore, interest-free-loan component has not been verified.

FPO formation is occurring, but published counts cannot establish 1,000 new organisations since the election or the promised interest-free loan corpus.

02 · Strength of evidence

Why medium confidence?

Parliamentary and Union government records verify FPO registrations, but no comparable post-election series or state-specific loan records were located.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • A dated register of Gujarat FPOs created since December 2022, including operational status
  • Gujarat order, budget head and actual funding for the ₹250-crore corpus
  • Number of FPOs approved and amounts disbursed as interest-free loans up to ₹25 lakh

Status describes delivery. Confidence describes the evidence.

Promise Timeline

26 Jul 2024

The Union Agriculture Ministry reported 393 Gujarat FPO registrations under the central 10,000-FPO scheme. The count includes pre-election organisations and does not prove 393 of the 1,000 promised new FPOs.

15 Mar 2022

Before the election, a parliamentary answer counted 355 registered FPOs in Gujarat across multiple implementing agencies. This is context, not a comparable baseline for every later central-scheme count.
