Partial. The promise is evaluated by substantive integration of vocational and skill education rather than requiring the exact Mission Kaushal programme name. SCERT's implementation framework for academic year 2025-26 includes Vocational Education as a 150-hour, five-credit curricular area at Grade 6 and at Grades 9 and 10. The Goa State Curriculum Framework records that many high schools and higher-secondary schools already offer NSQF vocational courses and provides for implementation of vocational education from Grade 9 onward, including IT-based alternatives for schools without specialised infrastructure. The Directorate of Education Citizen's Charter 2025 also records 15 vocational courses in 39 aided and one unaided Higher Secondary School. These measures constitute meaningful integration across parts of the promised Grade 6-to-12 range and include non-government institutions. However, no approved source confirms continuous implementation in every grade from 6 through 12 or universal coverage across all government and private schools. Status partial.
