Our Assessment

Partial. The promise was to introduce the Vasishtha Guru Puraskar, awarded to 15 teachers a year with a Rs 1 lakh cash prize and state support for further training abroad. Goa has introduced and now annually confers the CM-Vashistha Guru Puraskar: the Chief Minister, who holds the Education portfolio, presented it through the Directorate of Education at successive Teachers' Day functions, with the 2023-24 edition conferred on seven teachers across primary, secondary, high-school headmaster, higher-secondary and higher-secondary principal categories. This delivers the core commitment of instituting the award. However, the award has been conferred on roughly seven to ten teachers a year rather than the promised 15; no approved source confirms a Rs 1 lakh cash component at the promised level; and no approved source confirms the promised state-funded training abroad for awardees. Status partial.
