Partial. The commitment requires teacher-training workshops at taluka level twice every year. Goa has undertaken substantial NEP-related teacher training. An official Assembly record confirms that 94 master trainers received five-day ECCE curriculum training and subsequently provided block-level training to all relevant teachers and Anganwadi workers. The state NEP framework also provides for continuing teacher professional development through local workshops, online modules, school-complex activity and a minimum of 50 hours of CPD annually. These actions fulfil part of the promised teacher-development objective and include decentralised block-level delivery. However, no approved source found confirms that two teacher-training workshops were conducted every year in each of Goa's talukas. General training, state-level workshops, online CPD and orientation programmes for parents or school-management bodies are not by themselves proof of the specified half-yearly taluka-level teacher-workshop cadence.
