Partial. The promise requires access to Early Childhood Care and Education for every eligible child in Goa. Equivalent implementation through Anganwadis, Balvatikas, government pre-primary sections or other recognised foundational-stage institutions would count. Goa implemented the first foundational stage from academic year 2023-24 and subsequently expanded foundational-stage implementation. An official Assembly record confirms that 94 master trainers received five-day ECCE curriculum training and that block-level training was provided to all relevant teachers and Anganwadi workers. Teacher guides and an NEP-aligned foundational curriculum were also provided. These measures deliver meaningful parts of the ECCE access and quality framework. However, the State Task Force identified further requirements including strengthening Anganwadis and preschools, co-location or coordination with nearby government primary schools, supporting government notifications and curricular continuity. No approved source confirms universal enrolment or physical access for every eligible child, complete integration of all Anganwadis and pre-primary institutions, or removal of every remaining access gap.
