Partial. The commitment has a numerical target of 30 additional school-level Atal Tinkering Labs under the Atal Innovation Mission. The Government of Goa's Action Taken Report for 2022-23 stated that four Atal Tinkering Labs had been set up against a post-election budget announcement for 20 new labs. This constitutes measurable progress towards the manifesto commitment. However, an August 2024 SCERT circular listed only 20 operational Atal Tinkering Labs in Goa in total, with most listed tranche-sanction dates predating the election. No approved source confirms establishment of 30 additional ATLs after the election. Tinkering laboratories established in Government ITIs under STRIVE are not counted because they are not school ATLs established under the Atal Innovation Mission. Status partial.
