Partial. The commitment requires both a functional smart classroom and high-speed internet connectivity at every government school in Goa. UDISE+ 2024-25 records 780 government schools in the state, of which 80 had functional smart classrooms, representing 10.3 percent. The same report records internet availability at 695 government schools, representing 89.1 percent. Ordinary reported internet availability is not automatically treated as proof of a high-speed connection. The Directorate of Education's Wired Internet Scheme requires 50 Mbps upload and download speeds through optical fibre and provides monthly reimbursement of up to Rs 2,000 to eligible schools. A March 2025 Assembly reply also identified 20 government schools under a District Mineral Foundation smart-classroom proposal with an estimated cost of Rs 4,12,81,560 and stated that CM Suvidya would upgrade government schools in phases. These data and funded projects demonstrate meaningful implementation, but smart classrooms and confirmed high-speed connectivity have not reached every government school. Status partial.
