On track, but not fulfilled. The exact name of the proposed scheme is not required where equivalent funded programmes renovate religious sites and their surrounding visitor infrastructure. The PRASAD plan for the Bom Jesus Basilica Heritage Zone at Old Goa provides for holistic pilgrimage-site development addressing roads, last-mile connectivity, sewage, hygiene, sanitation, solid-waste management, visitor facilities, safety and accessibility. Goa Budget 2025-26 also provided specific funding for construction of Shri Saptakoteshwar Temple and Smarak Mandir, restoration of the Chapel of Monte, Phase 2 of the Jain Basti at Bandora and development of a museum on Goa's temples at Verna. These are concrete, funded multi-site projects covering religious structures and their visitor environment. However, the PRASAD framework predates the election, and no approved evidence confirms launch and completion of a comprehensive Goa-wide renovation scheme covering the state's major religious centres and surrounding access infrastructure.
