On track, but not fulfilled. The commitment requires a civil-services coaching institution providing structured examination preparation and residential academic infrastructure. Equivalent delivery through an existing public university would count even if a separately named institute were not created. Goa University's Directorate of Student Placement and Alumni Relations now lists a UPSC Coaching Programme to be implemented through its Career Counselling Cell and Public Relations Section. The University conducted UPSC coaching orientations at multiple colleges across Goa during 2025 and signed an MoU with Chanakya Mandal Pariwar for structured civil-services coaching. These are concrete institutional and programme steps towards the promised coaching service. However, no approved source found confirms a dedicated training institute, commencement and completion of regular full coaching batches, reserved residential accommodation for aspirants, dedicated study rooms or the promised civil-services library facilities. Status on_track.
