Fulfilled by substance. The exact scheme title is not required if an equivalent integrated package promotes freshwater and inland fisheries. Goa's current fisheries framework provides financial assistance for constructing and renovating freshwater aquaculture farms, purchasing seed and feed, and purchasing farm equipment. Official reporting for 2023-24 records production and distribution of freshwater fish seed, annual stocking of Indian Major Carp and other carp fingerlings in reservoirs, installation of 65 river cages for 12 fish farmers and entrepreneurs, and support for freshwater biofloc units. The 2025-26 Fisheries budget also retained a dedicated head for financial assistance to freshwater fish farming, with post-election expenditure and continuing budget provision. Together, the subsidy, hatchery, seed-distribution, reservoir-culture, cage-culture and biofloc measures constitute an integrated programme for promoting inland fishing. The manifesto prescribed no minimum production, beneficiary or expenditure target. Status fulfilled.
