Formulate a Coconut Cluster Policy

The promise to formulate a Coconut Cluster Policy has been substantively delivered through Goa’s post-2022 coconut-development framework. The Goa State Amritkal Agriculture Policy 2025 contains a dedicated coconut strategy covering rejuvenation of old plantations, expansion of cultivation, subsidies, processing and value addition, and establishment of Coconut Farmer Producer Organisations. It also provides for a Goa State Coconut, Cashew and Mango Development Board or separate crop-specific boards. Implementation is also visible beyond policy formulation. Goa continues cluster-based coconut productivity programmes through the Coconut Development Board, with financial assistance for participating farmers, while assured-price and cultivation-support schemes operate for both coconut and cashew. The launch of the Goa Fresh brand and FPO Policy in October 2026 adds further market-linkage and branding support for local agricultural produce. Because the manifesto commitment was specifically to formulate a policy to promote and expand the coconut industry, rather than achieve a numerical production or acreage target, the existence of a notified policy framework directly addressing coconut production, farmer organisation, processing, value addition and market development constitutes substantive delivery of the stated commitment.
