Fulfilled by substance. The promise is to formulate a policy framework for promoting and expanding Goa's coconut industry; the exact Coconut Cluster Policy title is not required. The notified Goa State Amritkal Agriculture Policy 2025 contains a detailed coconut-specific framework covering production and productivity, farmer and producer-group organisation, processing and value-added products, research, cold storage and logistics, domestic and international marketing and financial support. It also provides for constitution of either a combined Coconut, Cashew and Mango Development Board or a dedicated Goa State Coconut Development Board. These provisions collectively create the promised cluster-style institutional and value-chain policy. The verdict concerns policy formulation and does not imply that every coconut-development objective has been completed. Status fulfilled.
