Fulfilled by substance. The promise requires a regulatory framework prescribing standards, permissions and procedures for fish farming in Goa's offshore waters. Goa's State Mariculture Policy provides environmental and site-selection standards, permitted and excluded zones, species and input requirements, licensing authority, application requirements, lease duration, licence conditions, fees and procedures for offshore open-sea cage farming. The original framework pre-dated the 2022 election, so its mere prior existence is not treated as new term delivery. However, the Government materially updated and operationalised the framework after the election. The November 2024 amendment classified offshore waters into Zones B-1 and B-2 according to cage size, distance from shore and depth, and revised the leasing and fee provisions. A further August 2025 amendment revised the licensed-area fees for both zones. The Directorate currently operates a leasing service under the policy and promotes open-sea cage culture. Since the promised regulatory standards, permissions and procedures are operative and were materially updated during the term, the commitment is fulfilled. The promise did not prescribe a target number of farms or cages. Status fulfilled.
Goa further amended the policy's annual licence fees for small and large open-sea cage-farming zones.
