The commitment is retained as one promise because piggery, goat herding and cattle farming are three eligible uses of the same Rs 50,000 livestock-infrastructure benefit for one defined beneficiary population. MGNREGA permits individual livestock-related works such as cattle, goat and piggery shelters, and Goa operates separate livestock development and subsidy schemes. However, the existence of permissible MGNREGA work categories or ordinary animal-husbandry subsidies does not establish the promised Goa convergence programme. No approved source found confirms a scheme notification guaranteeing infrastructure worth Rs 50,000, identification and coverage of all landless labourers, or disbursement of an equivalent benefit to that beneficiary population. Existing goatery and livestock schemes generally cover limited approved beneficiaries and may require ownership, lease or permission for land.
