Use inland waterways for passenger and cargo transport

On track, but not fulfilled. The promise is to harness Goa's inland waterways for both passenger and cargo transportation. River Navigation Department officially says it provides river transport service to commuters, especially islanders, and transports the public, vehicles and goods across rivers; it also lists 17 ferry routes. Captain of Ports says Goa's inland waterways can provide quick and economical transportation for both passengers and cargo, and that the department undertakes dredging, navigational aids and landing facilities. Goa Budget Speech 2025-26 says an IWAI feasibility study is underway for using water bodies for tourism and affordable transport and mentions Ro-Ro ferry boats and replacement ferry boats. This confirms policy and operational movement, but not full statewide transformation or the promised travel-time outcome.
