On track, but not fulfilled. The commitment is evaluated by the substantive creation of a government veterinary college with teaching and research capacity rather than requiring the exact manifesto name. The Department of Animal Husbandry and Veterinary Services initiated faculty recruitment in April 2025 for departments including Veterinary Anatomy, Veterinary Physiology and Biochemistry, Livestock Production and Management, the Livestock Farm Complex and the Veterinary Clinical Complex. Goa's 2026-27 Demands for Grants provide a dedicated Budget Estimate of Rs 996.94 lakh for the Goa College of Veterinary and Animal Sciences. In May 2026, the Directorate of Technical Education announced centralised admission to 40 BVSc and AH seats at the college for the 2026-27 academic year. These measures establish specific funding, staffing and admission arrangements. However, no approved source yet confirms that regular teaching has commenced, that all required laboratories and clinical facilities are operational, or that a functioning veterinary research institute has begun research activity. Status on_track.
