Partial. The promise combines implementation of multiple university-improvement initiatives with the measurable outcome of reaching the NIRF top 50. Concrete initiatives have been undertaken. Goa University was sanctioned approximately Rs 100 crore under PM-USHA for development as a Multidisciplinary Education and Research University, including infrastructure, research equipment and research-related activities. The University has continued annual NIRF submissions and conducted a dedicated workshop on NIRF data assimilation, analysis and submission. These measures constitute substantial funded action towards improving institutional performance. However, the ranking target has not been achieved. Goa University was placed in the 151-200 University rank band in NIRF 2024 and in the 51-100 State Public University rank band in NIRF 2025. Neither result places it among India's top 50 universities. The Rs 100 crore PM-USHA sanction supports budgetAllocated: true, but it should not be described as funding exclusively for the manifesto's NIRF target. Status partial.
