Partial. The sentence is split because research funding and museum upgradation are independently measurable commitments. Goa continues to fund scholars through the D. D. Kosambi Research Fellowship. The Art and Culture Performance Budget records that seven scholars received fellowships during 2024-25, involving expenditure of Rs 21.26 lakh, with Rs 34 lakh provided in the 2025-26 Budget Estimate. The post-election Goa State Research Foundation, established under Goa Act 8 of 2022, also operates Major Research Grant, Research Start-Up Grant and interdisciplinary research schemes. These measures confirm active public funding for academic and cultural research. However, the available implementation reports do not identify a comprehensive portfolio of funded archaeological excavations, surveys or academic projects specifically researching Goa's past. General research grants and maintenance of archaeological monuments are not by themselves proof of full delivery of the historical and archaeological research commitment. Status partial.
