Pending. The commitment requires an urban-governance reform programme that deliberately encourages efficient and denser housing in order to control unorganised outward urban expansion. Building-regulation amendments introduced from August 2023 permit the Government, on the recommendation of the Town and Country Planning Board, to grant additional height and floor-area ratio on a case-by-case basis. A July 2025 order imposed a fee of Rs 1,000 per square metre on the additional built-up area. Greater height and FAR may enable denser individual projects, but the regulation applies to development proposals generally and is not identified as a compact-housing, transit-oriented-development or anti-sprawl policy. No approved evidence found confirms a coordinated reform encouraging efficient dense housing, defined urban-density targets, supporting infrastructure or measurable reduction of unorganised urban expansion. Status pending.
